After this, social partners may decide to start negotiations to reach a joint agreement.<\/p>\n<p>The <a href=\"https:\/\/employment-social-affairs.ec.europa.eu\/document\/download\/059a1e18-2508-4520-9b15-5831c50e0f91_en?filename=Consultation_Quality-Jobs-Act_2025.pdf\">first-stage consultation<\/a> took place in December 2025 and January 2026, with input from <strong>34 EU-level social partners<\/strong> \u2013 12 trade unions and 22 employer organisations.<\/p>\n<h2>Quality Jobs Act<\/h2>\n<p>The <a href=\"https:\/\/employment-social-affairs.ec.europa.eu\/policies-and-activities\/rights-work\/quality-jobs-companies-and-workers-europe_en\">Quality Jobs Act<\/a> is a part of broader strategy to enhance EU competitiveness and prosperity and was announced by President Ursula von der Leyen in her <a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/ov\/SPEECH_25_2053\">2025 State of the Union address<\/a>.
