The term is routinely used to describe very different policies\u2014from removing criminal penalties for possession to effectively eliminating enforcement altogether\u2014making it harder to evaluate evidence and have coherent policy discussions. This essay aims to reduce confusion about what decriminalization means and offer insights that will hopefully improve future policy debates.<\/p>\n<\/div>\n<\/div>\n<div class=\"full-bg-sand full-bg-bottom\">\n<div class=\"conducted\">\n<ul class=\"upc\">\n<li class=\"health c6\"><a href=\"https:\/\/www.rand.org\/health.html\">RAND Health<\/a><\/li>\n<\/ul>\n<\/div>\n<div class=\"sans small\">\n<p>This publication is part of the RAND external publication series.
