Dans sa premi\u00e8re partie, il aborde les probl\u00e9matiques pos\u00e9es par l&rsquo;allocation de solidarit\u00e9 unifi\u00e9e (ASU) notamment sur la priorisation de l&rsquo;objectif de gain au travail qui implique un changement de finalit\u00e9 des aides au logement (APL) et, de mani\u00e8re plus globale, de la protection sociale. Il pr\u00e9sente ensuite, les enjeux du compte social unique (CSU), puis la mesure qui pr\u00e9voit de faire du revenu social de r\u00e9f\u00e9rence l&rsquo;instrument unique impos\u00e9 aux
